Our client is a progressive, growing municipal government in Squamish, BC, known for its focus on community, resilient infrastructure, and a strong sense of purpose. With a significant capital investment plan in motion, they are looking to add a Manager of Capital Projects to their Engineering Department on a permanent basis.
This is an opportunity for a civil engineering leader with local government or consulting experience to lead a capital projects team, shape the delivery of major infrastructure, and act as a technical expert for the community.
What You’ll Be Doing
- Lead the Capital Projects team in delivering infrastructure projects that support community growth and improve municipal infrastructure.
- Collaborate on the annual capital plan and recommend implementation strategies and resource requirements to the Director of Engineering.
- Oversee project objectives and delivery strategies, ensuring projects meet approved scope, budgets, schedules, and service expectations.
- Provide oversight on the procurement and delivery of engineering studies, consultant assignments, and capital projects in line with District policies and standards.
- Provide strategic review and direction on technical reports and present recommendations to Council as required.
- Advise the Director on significant project matters, risks, and recommendations arising from the capital program.
- Contribute to annual budgets and the 10-year Financial Plan by identifying capital funding and resource needs.
- Manage, coach, and develop direct reports, setting priorities and performance expectations.
- Ensure completed capital assets transition smoothly to the Public Works Department through clear processes and documentation.
- Lead public consultation and stakeholder engagement, including open houses and workshops, using the IAP2 model.
- Act as the District’s technical expert in updating bylaws, policies, standards, and guidelines, and provide technical input on public inquiries.
What You Bring
- Bachelor’s degree in Civil Engineering.
- Registered as a Professional Engineer (P.Eng.) in British Columbia, or immediately eligible for registration.
- 5+ years of progressive responsibility in local government or an engineering firm.
- Strong knowledge of civil engineering principles as applied to the design, construction, and maintenance of municipal projects and services.
- Working knowledge of the Local Government Act, MMCD, and WorkSafeBC regulations.
- Proven leadership experience coaching and developing professional and technical staff.
- Strong financial acumen, with the ability to manage budgets and resources effectively.
- Excellent communication skills and the ability to engage a wide range of stakeholders, including Council and the public.
- Understanding of the importance of respecting regional traditions and Indigenous regulations on projects.
- Experience managing in a unionized environment is considered an asset.
- An equivalent combination of education, training, and experience will be considered.
What’s In It for You
- $136,700 to $150,200 annual salary.
