Senior Project Manager, Infrastructure
Major Capital Projects | Owner-Side Delivery
This is an opportunity to step into a senior owner-side project delivery role supporting a major infrastructure program in the Lower Mainland.
Our client is a prominent public-sector organization responsible for delivering complex, high-value infrastructure that supports regional and national economic activity. They are seeking a Senior Project Manager to lead major project workstreams and help establish the governance, controls and delivery frameworks required to execute large capital projects successfully.
This is not a construction-site Project Manager role, nor is it a traditional scheduling or cost-control position. The mandate is broader: shaping how major projects are governed, coordinated, controlled and delivered across a complex organization with multiple internal departments, consultants, contractors, government partners and external stakeholders.
The Opportunity
You will take ownership of one or more major infrastructure workstreams, which may include:

Project governance and delivery planning
-
Design development and interface management
-
Project controls and performance reporting
-
Procurement and contracting strategy
-
Risk, cost, schedule and change management
-
Environmental and regulatory approvals
-
Stakeholder and partner coordination
-
Construction and contract oversight
You will work closely with senior leadership to build practical project delivery processes, establish consistent standards and ensure decisions are supported by reliable information, clear accountability and strong governance.
The successful candidate will have the autonomy to improve systems, influence project outcomes and help shape the broader infrastructure delivery function.
What You Will Do

Lead one or more major project workstreams from planning through design, procurement, construction and closeout

Develop project governance frameworks, workstream plans, controls, tools, templates and reporting standards

Establish clear processes for cost, schedule, risk, change, forecasting and performance management
-
Coordinate internal teams, consultants, contractors and external stakeholders within a matrix environment

Support procurement strategies and participate in consultant and contractor selection
-
Monitor consultant and contractor performance, contractual compliance, quality and value
-
Manage workstream scope, schedule, cost, risk, quality and safety
-
Identify project delivery issues early and provide practical recommendations to leadership

Improve existing project management, project controls and contract-management processes
-
Provide functional guidance to project coordination staff
What We Are Looking For
You are an experienced infrastructure professional who understands how major capital projects are delivered from an owner’s perspective.
You bring:
-
A bachelor’s degree in engineering or another relevant discipline
-
At least five years of experience delivering complex capital infrastructure projects, typically valued between $15 million and $100 million or more
-
Experience across the full project lifecycle, including planning, design, procurement, construction and closeout
-
Strong knowledge of project governance, project controls and major-project delivery processes
-
Experience working with multiple partners, consultants, contractors, government bodies or external stakeholders
-
The ability to develop systems and frameworks, rather than simply operate within established processes
-
Strong communication, organization, judgment and stakeholder-management skills
-
The ability to work independently and manage competing priorities
A P.Eng. designation and/or PMP certification would be considered an asset.
Compensation and Benefits
The position offers a highly competitive total compensation package, including:

Starting compensation of approximately $131,000

Location and Work Model
The role is based in downtown Vancouver and follows a hybrid schedule, with four days per week in the office and one day remote.
