MatchBox Consulting Group is seeking a Project Estimator on behalf of our client for a 1-year contract in Edmonton. This role will support a Transmission Program Management team in the planning and execution of multiple high-voltage transmission infrastructure projects, including overhead and underground transmission lines, substations, and asset replacement and upgrade programs.
The successful candidate will bring strong construction or utility estimating experience and be comfortable developing estimates from conceptual through detailed design. The role works closely with Engineering, Construction, and Project Management teams to support cost estimating, constructability reviews, capital planning, contractor evaluations, and project execution.

  • Location: Edmonton, AB (Hybrid – office based at the client’s Edmonton service centre)
  • Job Type: 1-Year Contract
  • Schedule: Monday–Friday, 7:30 a.m.–4:00 p.m.; no overtime

Responsibilities

  • Develop conceptual, preliminary, and detailed cost estimates for high-voltage transmission projects.
  • Prepare estimates for overhead and underground transmission lines, substations, and infrastructure replacement or upgrade programs.
  • Review engineering drawings, technical specifications, standards, and scopes of work to develop accurate project estimates.
  • Complete detailed quantity take-offs and determine labour, equipment, and material requirements.
  • Apply standardized estimating methodologies, unit rates, and historical cost data.
  • Identify key cost drivers, assumptions, risks, and uncertainties and develop appropriate escalation and contingency allowances.
  • Work closely with Engineering and Construction teams to evaluate constructability, project sequencing, and execution strategies.
  • Support capital budget development, business cases, and regulatory filings.
  • Review contractor estimates, tender submissions, and change orders for scope completeness and cost reasonableness.
  • Prepare and maintain Basis of Estimate documentation, including assumptions, inclusions, and exclusions.
  • Maintain estimating databases, cost models, and supporting project documentation.
  • Support Project Managers with cost and schedule monitoring, contract management, quality requirements, and project records.
  • Participate in post-project reviews and identify opportunities to improve estimating accuracy and processes.
  • Provide regular project updates and maintain accurate and timely project documentation.

Qualifications – Must-Haves

  • Diploma or degree in Engineering, Engineering Technology, Construction Management, or a related discipline.
  • 5+ years of estimating experience within construction, electrical utilities, power infrastructure, or heavy civil projects.
  • Strong experience developing detailed project cost estimates and quantity take-offs.
  • Ability to interpret engineering drawings, specifications, technical standards, and scopes of work.
  • Experience estimating labour, equipment, and material requirements.
  • Strong understanding of estimating methodologies, unit rates, historical costing, contingency, and escalation.
  • Strong attention to detail and ability to produce accurate estimating documentation.
  • Valid Class 5 Driver’s Licence for project and field visits within Edmonton.
  • Ability to work from the Edmonton office in accordance with the client’s hybrid work program.

Nice-to-Haves

  • High-voltage transmission and/or substation estimating experience.
  • Experience with overhead or underground electrical transmission infrastructure.
  • Experience working within a regulated electric utility environment.
  • Familiarity with Alberta Utilities Commission (AUC) capital governance or regulatory processes.
  • Professional designation such as P.Eng., C.E.T., or equivalent.
  • Experience supporting capital budget development and business case preparation.
  • Experience reviewing contractor estimates, tenders, and change orders.
  • Construction Safety Training System (CSTS) certification or ability to complete the required training within the first month.
