MatchBox Consulting Group is recruiting on behalf of its client for an IT Program Budget & Financial Analyst (Contractor) to support a large-scale systems implementation program.
Reporting to the Director of Strategy & Corporate Services, this role will support the financial management of a complex, multi-year IT initiative. The successful candidate will be responsible for budgeting, forecasting, cost tracking, and financial reporting to ensure the program remains aligned with financial targets.
This position will play a key role in managing expenditures, monitoring workforce-related costs across a large team, and providing accurate financial insights to support program and executive decision-making.
RESPONSIBILITIES:
- Develop, manage, and maintain program budgets, including multi-year (5-year) financial forecasts
- Prepare and update cost projections aligned with program milestones and deliverables
- Conduct variance analysis (actual vs. budget vs. forecast) and provide actionable insights
- Track Estimate at Completion (EAC) and Estimate to Complete (ETC) to ensure financial accuracy
- Monitor and track program expenditures, ensuring accurate cost allocation and coding
- Identify cost risks, trends, and opportunities for optimization
- Support financial governance and ensure compliance with internal policies
- Track and manage vendor invoices and related financial activities
- Oversee and validate timesheet tracking for a large program team, ensuring accurate labor cost reporting
- Ensure labor costs are properly recorded, allocated, and reported
- Collaborate with project managers and team leads to ensure timely and accurate time reporting
- Analyze workforce utilization and provide insights into resource cost efficiency
- Prepare financial reports and dashboards for program leadership, including budget status and burn rate
- Provide clear insights into financial performance and support executive-level reporting
- Assist with audits and financial reviews as required
- Support annual budget planning and long-term financial strategies
- Partner with program managers to align budget plans with project activities
- Contribute to risk management by identifying financial exposures and mitigation strategies
- Continuously improve financial tools, processes, and reporting systems
REQUIREMENTS:
- Bachelor’s degree in Finance, Accounting, Business Administration, Information Technology, or a related field
- Minimum 5+ years of experience in program finance, budgeting, or financial analysis
- Strong knowledge of budgeting, forecasting, and financial modeling
- Experience with cost tracking methodologies including EAC, ETC, and variance analysis
- Advanced proficiency in Excel and experience with financial systems (Workday preferred)
- Experience managing and analyzing large datasets, particularly workforce and labor costs
- Strong attention to detail, organizational, and analytical skills
- Strong communication skills with the ability to present financial information clearly to non-financial stakeholders
- Ability to work in a fast-paced environment with evolving priorities
ASSETS:
- Professional designation such as CPA, CFA, or equivalent
- PMP designation or experience supporting program/project management environments (PMO)
- Familiarity with earned value management (EVM) principles
- Experience managing large-scale program budgets (e.g., $200M+)
- Experience within utilities, energy, or infrastructure environments
