MatchBox is urgently seeking a Senior Project Manager – Cybersecurity Transformation for a 6 month contract role with our New Westminster BC, based public sector client. This is a hybrid role with 2 days on site and 3 days remote

Role: Senior Project Manager – Cybersecurity Transformation
Project Background

This organization is modernizing its cybersecurity posture as part of a broader digital transformation initiative, working with external partners to address the growing speed and frequency of cyberattacks. A strategy, updated architecture, and secure transformation roadmap have already been developed.

The successful candidate will join the IT Programs & Projects Delivery (PMO) team, leading projects within the Cyber Security Program to strengthen enterprise IT security. The contractor PM will follow the organization's standard project management methodology across the full lifecycle — initiation, planning, execution, monitoring, control, and closing — managing scope, time, cost, procurement, quality, risk, resources, stakeholders, communications, and issues.

The role reports to the Program Manager and involves close collaboration with senior staff and both functional and technical teams.
Required qualifications include extensive project management experience with large systems implementations (on-premises and SaaS), the ability to lead large teams, provide strategic direction, and prepare executive-level reports. Canadian public sector experience is highly desired.

Key Responsibilities

  1. Lead a diverse team of internal and external project managers, business analysts, solution architects, and business representatives.
  2. Prepare or oversee preparation of project planning documents using the organization's PM methodology and templates.
  3. Oversee execution of the project plan, including:
    • Scope Management – maintain clear project boundaries via governance structures (Steering Committee, stakeholders)
    • Schedule Management – monitor milestones and drive corrective actions as needed
    • Risk Management – track project/program risks, issues, and action plans
    • Team Leadership – manage technical experts and senior leaders across the organization
    • Budget & Contract Management – oversee program budget, sub-contractors, and supplier performance
    • Technical Management – oversee design, build, test, deploy, and change management activities
  4. Oversee internal and external resources (PMs, business analysts, data analysts, developers, QA analysts).
  5. Foster a collaborative, healthy team environment.
  6. Contribute to Steering and Technical Advisory Committees to drive consensus on issues and outcomes.
  7. Prepare and communicate status reports to stakeholders and the Steering Committee.
  8. Adhere to the organization's PM methodology, ensuring all required documents/artifacts are produced.

Deliverables

  • Business cases (work plan, budget, WBS in MS Project, schedule, risk analysis)
  • Project initiation artifacts (charter, feasibility study, change management docs)
  • Integrated PM plan aligned with PMI practices (including communication and risk plans)
  • Project status reports
  • Committee meeting documentation (presentations, minutes, technical memos)
  • Cash flow forecasts / budget updates
  • RAID log (Risks, Actions, Issues, Decisions)
  • Project-specific deliverables
  • Change requests, as needed
  • Project/program closeout reports

Required Experience & Skills

  • 8+ years of full-cycle PM experience with large, complex systems implementations (on-prem and SaaS), from requirements through operational sustainment
  • Experience managing budgets over $2M and teams of 10+ (including matrixed resources)
  • Strong stakeholder management and consultation facilitation skills
  • Excellent verbal/written communication, including with senior executives
  • Experience delivering technology and business process improvement initiatives
  • Skilled in gathering/analyzing functional and technical requirements
  • Ability to coordinate internal and external program/project resources
  • Solid grounding in risk, change, issue, time, scope, resource, budget, and quality management
  • Ability to manage competing priorities under pressure
  • Formal PM training and best-practice experience
  • Ability to align project strategy with broader program goals
  • Experience supporting or leading organizational change management (OCM)

Desirable Experience & Skills

  • 5+ years of information/cybersecurity implementation experience
  • Bachelor's or Master's degree in business administration, computer science, or equivalent
  • PMP certification
